For the government of the public library of the city, a board of nine (9) trustees
shall be appointed by the council.
The trustees shall hold office for three (3) years from their appointment, and until
their successors are appointed and qualified; provided, however, that the term of
any board member serving as of [November 5, 1992,] the date of the adoption of this
ordinance [No. 92-115] shall not be reduced. All vacancies shall be immediately reported
by the trustees to the city council and be filled by appointment in like manner, and
if an unexpired term for the residue of the term only.
