§ 5-3-4. Policy and purpose.

  • Because of the existing and ever present possibility of the occurrence of disasters of significant size and large scale destructiveness and in order to ensure that preparations of this community will be adequate to deal with such emergencies/disasters, and to provide for the general welfare, health and safety, and to preserve the lives and property of the people of this community, it is hereby found and declared to be necessary:

    (1)

    To establish a city office of emergency management;

    (2)

    To recognize the responsibilities of local government and the emergency powers conferred upon the local governing body by the North Carolina General Statutes;

    (3)

    To provide for the exchange of mutual aid among neighboring cities and counties; and

    (4)

    To recognize the importance or coordinating to the maximum extent all emergency management functions of this community with comparable functions of the county, state and federal governments, including their various departments and agencies, and of other localities as well as private agencies of every type, to the end that the most effective preparation and use may be made of all available resources for dealing with any disasters that may occur.
