§ 11-4-5. When license refused.

The council shall not issue a license to any person:
(1)

Who has been convicted of unlawfully selling intoxicating liquors or narcotic drugs;

(2)

Who is not a citizen and resident of North Carolina;

(3)

Who is of immoral character; or

(4)

Who is a habitual user of intoxicating liquor or narcotic drugs.
