It shall be unlawful for any person to fail to pay the required charges for the privilege
of parking a vehicle in any parking facility of which rates are fixed in article P,
schedule 18b.
(b)
It shall be unlawful for any person not authorized by the director of transportation
to park a vehicle in any reserved or restricted parking facility owned or operated
by the city. All violators shall be subject to having such vehicle impounded as herein
provided.
